The site is currently experiencing a much larger than normal amount of traffic. Looks like someone posted a link to the custom search tool in a facebook group, which led to a large jump in traffic to that tool (which is very resource intensive) and it has overwhelmed the site. I added some more resources to the webserver so hopefully things will be working smoothly again soon.
UPDATE - So all the searches from the Custom Search Tool were punishing the database. It was running at 100% CPU utilization and just couldn't keep up with all the queries. So for now, I have disabled the Custom Search Tool because the database needs to be working properly when the daily window sticker update kicks off in an hour or so.
